ODOT Maintenance District 2B is recruiting for a permanent, full-time Transportation Maintenance Manager (TMM) (Principal Executive/Manager C) for its north Portland crew. The TMM is responsible for management of the maintenance and basic operational activities associated with maintaining those highways and related facilities within the North Portland section. This includes management of personnel and hiring, evaluating, and training employees. The TMM also assigns resources and monitors results to appropriately meet the long and short-term operational needs within budgetary constraints. The TMM is a member of the District and Section teams.

Additional Details:
The successful candidate will become part of the state's management team.
This position is included in a classification and compensation study of the state's managerial positions. Changes to its assigned classification and salary range may occur.
* Manages, directs, and prioritizes maintenance work activities and measures accomplishments of crew teams in one or more locations.
* develops and manages the section budget(s) and section work calendar to ensure that work is completed as required.
* Assesses conditions and problems of the transportation system in routine inspections and promptly investigates problems, evaluate situation and selects and implements appropriate response.
* Develops both long and short-range work plans to insure safety issues are addressed and to preserve the integrity of the highway system.
* Takes an active involvement in reviewing serious crash situations to establish effective detour routes and participates as a member of the Multi-Agency Crash Team.
* Evaluates personnel performance of crewmembers.
* Serves as a member of the District Management Team and as a team member supports cooperating with other maintenance sections in the district to accomplish overall district goals.

Minimum Qualifications:
Supervision and Management Experience
Five years of experience in supervision, staff-technical, or professional-level work.

One year of this experience must have included supervision and management of a program, section, or unit which included one or more of the following areas:
a) development of program rules and policies;
b) development of long-and short-range goals and plans;
c) program evaluation; OR
d) budget preparation.

NOTE: A bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as business or public administration, or a field related to the program of the employing agency, may be substituted for three years of the required experience.
OR
Program/Project Leader Experience
Five years of experience in supervision, staff technical, or professional work.

One year of this experience must have included program/project leader responsibility involving one or more of the following areas:
a) development of program rules and policies;
b) development of long- and short-range goals and plans;
c) program evaluation and/or project evaluation; OR
d) monitoring and controlling or preparing a budget.

NOTE: A bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as business or public administration, or a field related to the program of the employing agency, may be substituted for three years of the required experience.

Special Qualifications:
Driving is an essential function of this position. A valid driver license and an acceptable driving record are required for this position. We will conduct pre-employment driving records checks on our final candidate(s).

Working Conditions:
* Required to carry a cell phone and be on call 24 hours/day, 7 days/week including holidays, often working inclement weather conditions or under other emergency situations.
* May be assigned irregular workweeks and may be required to work on night shifts.
* Work frequently requires activities underway in hazardous, heavy traffic conditions and may require work around hazardous materials during accidents.
* Must be able to handle difficult negotiations with the public when clearing accident scenes or responding to complaints or other situations involving ODOT, or activities of assigned crews.
